Who has the fire-power to shoot down a plane?

On Thursday, Malaysian Airlines Flight MH17 was shot down over the Eastern region of Ukraine, killing all 298 people on board. At the time of this recording, it was still unclear who exactly was responsible for what appears to have been a surface-to-air missile that took the plane down, but the possibility that the attack was  perpetrated by pro-Russian separatists raises questions. Matt Schroeder, a Senior Researcher with the Small Arms Survey, spoke with Brent about who else might have this kind of fire-power around the world.
