He was Canada's foreign minister, when the then Liberal government declined to join the so-called coalition of the willing in invading Iraq.
Graham held that portfolio through the so-called War on Terror, and sent Canadian troops to Afghanistan at a time when Canada's bloodiest conflict in decades — the mission in Afghanistan — deepened.
