The province signed an agreement with Brookfield Partnerships Surrey to design, build, finance and maintain the site for 30 years.
Solicitor General Shirley Bond said the future high-security jail will enhance safety for staff and inmates.
The Surrey Pretrial Services Centre, built in 1991, houses adults awaiting court dates in the Fraser Valley and Lower Mainland.
The 216-cell project is expected to cost $90 million and be completed by 2013.
