Vancouver police officer facing theft, breach of trust and drug charges
VPD began investigating Const. Neil Logan after an on-the-job incident that resulted in 5 criminal charges
A Vancouver police officer with a troubled history is facing seven new charges of theft, breach of trust and possession of a controlled substance.
Five of the charges sworn against Const. Neil Logan are related to on-duty conduct.
The VPD Investigation Division began investigating Logan in May 2020 following what VPD Deputy Chief Const. Laurence Rankin would only describe as a "workplace incident."
"As a result of initial inquiries it evolved into a criminal matter, but that's all I'm really at liberty to say," said Rankin.
Logan was placed on administrative leave after the initial incident and was suspended with pay when he was arrested on Jan. 5, according to Rankin.
Twenty-year-old Dilpreet Kooner of Surrey, B.C. — described as an associate of Logan's — has also been charged with four counts of drug trafficking after a related investigation was launched.
Rankin said Kooner and Logan's relationship was "through transactions that occurred during the course of this investigation," but would not elaborate.
This is not Logan's first run-in with the law and allegations of discreditable conduct.
In Nov. 2020, he was charged with two counts of assault and two counts of uttering threats after the VPD shared information with Surrey RCMP about an alleged incident in that city dating back to March 2014.
In 2017, Logan's ex-girlfriend filed a complaint against him after she says he drunkenly smashed the windshield of the car she was driving, struck her in the face at least three times and held her against her will in their motel room in Seaside, Ore.
And in 2016, he was one of two VPD officers accused of using excessive force to improperly enter a home.
Logan remains the subject of two separate disciplinary proceedings by the Office of the Police Complaints Commission.
He joined the Vancouver Police Department in April 2009 after spending two years with the Edmonton Police Service.
According to court documents, Logan is charged with two counts of theft under $5,000, two counts of breach of trust and one count of drug possession related to incidents on May 19, 2020.
An additional charge of theft under $5,000 was laid for an alleged offence committed on Oct. 17, 2020.
A second possession charge has the same date of offence as his arrest: Jan. 5.
