About 70 countries have been invited to Newfoundland for the May 1-5 conference.
Officials with the Department of Fisheries say the talks will focus on the 1995 United Nations Fish Agreement designed to help protect fish stocks, and how to make it more effective.
Last month, an influential group of British scientists said that one-third of the world's oceans should be declared protected areas to stop the slaughter of fish species.
