New bylaw could prohibit Kitchener residents from feeding wildlife

Kitchener's  community and infrastructure services committee has approved a new bylaw which would make it illegal to feed wildlife. 

If it gets final approval from council later in the month, it will make it illegal for people to place any feed out for animals, whether it's food in containers or breadcrumbs on their lawn.

City staff have seen an increase in complaints about people feeding wildlife, but there is currently no bylaw in place to prevent it, said Gloria MacNeil, director of bylaw enforcement.

She said complaints have risen from one or two a year, to about a dozen a year.

Problems from feeding wildlife

Bird feeders would be still be allowed under the bylaw; however, residents would be required to make the feeders resistant to other wildlife and to clean up any bird feces that may accumulate under the feeder.

The maximum fine would be $5,000 for any residents who fail to comply with the bylaw.

MacNeil said there are several problems that can arise from people feeding the wildlife.

"Feeding wild animals causes them to lose their natural fear of humans," she said. "It also puts domestic animals such as dogs and cats at risk both physically, and exposes them to possible disease if they're coming into contact with wild animals."

She added feeding wild animals can also lead to overpopulation.
