Convicted sex offender expected to live in Winnipeg after release Friday

The RCMP and Winnipeg police are warning the public that a convicted sex offender is expected to live in the city following his release on Friday.

The RCMP and Winnipeg police are warning the public that a convicted sex offender is expected to live in the city following his release on Friday. 

Lonnie Kelsey Smith, 48, has previously been convicted of three counts of sexual assault and one of sexual assault using a weapon, said a community notice sent Friday by the Manitoba Integrated High Risk Sex Offender Unit, a joint task force of the RCMP and Winnipeg Police Service.

The notice warns he's considered a high risk for reoffending sexually against adult females, despite participating in sex offender programming while incarcerated.

Smith was released from the Stony Mountain Institution just north of Winnipeg on April 4, after serving a sentence for impaired operation causing death, failure to comply with a probation order and failure to comply with a recognizance order. 

Police say Smith is not allowed to consume alcohol, non-prescription drugs, solvent or inhalants under his Correctional Service of Canada release conditions. He also has a lifetime weapons prohibition order.

Winnipeggers are encouraged to take suitable measures to keep themselves safe, but vigilante action against Smith won't be tolerated, police said.
