RCMP officer charged under Highway Traffic Act after motorcycle pursuit: IIU

A Manitoba RCMP officer has been charged under the Highway Traffic Act after officers attempted to stop a motorcyclist who was driving dangerously and at a high rate of speed this past summer.

A Manitoba RCMP officer has been charged under the Highway Traffic Act after trying to stop a speeding motorcyclist this past summer.

An RCMP officer saw a man driving a motorcycle dangerously on Highway 5 near Dauphin, Man., on Aug. 29, 2023, Manitoba's Independent Investigation Unit said in a news release Thursday.  

Attempts to stop the motorcyclist were unsuccessful and after several near collisions, more police officers arrived and contained the vehicle, the IIU release said. 

The unit — which investigates all serious matters involving police in the province — previously said in an Aug. 31 news release that it launched an investigation into the incident because during the man's arrest, there was a use of force encounter resulting in serious injuries.

The man was taken to the Dauphin Regional Health Centre, where it was determined he suffered three broken ribs, the IIU said in August.  As a fractured rib is defined as a serious injury under IIU regulations, the unit was mandated to investigate the incident.

As a result of the investigation, RCMP Cpl. Kevin Challoner has been charged with failure to drive with due regard to safety under the Highway Traffic Act, the IIU said Thursday.

The IIU said in the release it wouldn't comment further because the matter is now before the courts.
