Fire district chief Dan Tomchuk said 128 Smith St. was evacuated, with a total of six tenants forced to leave the three-storey apartment building.
"In one of the suites, we found some concerning evidence there and the police are going to investigate further at this point, and it's in their hands now," he said.
Police say no injuries were reported.
Yellow tape warning of a "chemical hazard" cordoned off the block as numerous fire trucks, ambulances and police vehicles surrounded the area.
