Heavy rain traps cars in Quebec City underpass, triggers power outages across province

As of this morning, a pair of vehicles in Quebec City were still stuck in an underpass that quickly filled up with water while tens of thousands in the province are waiting to get their power back.

Flooding and power outages are causing headaches in some parts of Quebec after summer storms and rainfalls.

In Quebec City, a pair of vehicles are stuck in an underpass that quickly filled up with water. The city received up to 50 millimetres of water in just two hours this morning.

According to Quebec City police, one of the drivers had to be rescued from the roof of his car. No injuries are being reported, but 3rd Avenue West is closed between 41st and 46th streets.

Meanwhile, thousands of Hydro-Québec clients are without electricity after heavy summer storms last night.

As of 10:30 a.m., there were just under 40,000 clients without power, with more than half of them in the Outaouais region. In the Laurentians, there were just under 7,500 without power. In the Quebec City region, that total was just over 1,000.
