N.B. COVID-19 roundup: 52 new cases, 3rd vaccine dose offered to some immunocompromised people

New Brunswick has 52 new cases of COVID-19 and third doses of mRNA vaccines will now be offered to people who are moderately to severely immunocompromised because of a medical condition or treatment, Public Health announced Thursday.

"These immunocompromised individuals may have a reduced immune response to COVID-19 vaccines," Dr. Jennifer Russell, chief medical officer of health, said in a statement. "An additional dose provides an opportunity for these individuals to develop a better immune response, which could offer better protection."

Some of the people who qualify include those who are receiving chemotherapy or immune therapy for cancer, solid organ transplant recipients who are receiving chemotherapy or other immunosuppressive therapy, and those living with untreated or advanced HIV infection or AIDS, according to a news release.

People who were born with moderate or severe dysfunction of their immune system, are taking certain medications that severely affect the immune system, or who have chronic conditions associated with varying degrees of immune deficit, such as asplenia and chronic renal disease with dialysis, also qualify.

The move follows new guidance from the National Advisory Committee on Immunization, also known as NACI, released on Sept. 10.

The national advisory body on vaccines now recommends moderately to severely immunocompromised Canadians should be vaccinated with a primary series of three doses of an authorized mRNA-based vaccine, which includes those from Pfizer-BioNTech and Moderna.

For those who have already had a two-dose series, NACI recommends providing a third dose, ideally of an mRNA vaccine — but the committee stressed this should not be considered a "booster."

The goal is to provide an extra shot to people who "may have somewhat lower responses to their first vaccinations," chair Dr. Shelley Deeks had explained.

Some other jurisdictions, such as Prince Edward Island, Ontario, Alberta, Yukon and Manitoba are already offering additional shots for certain vulnerable populations.

New Brunswickers who are at least 12 years old with one or more of the conditions or treatments outlined can register online for a third vaccine through a regional health authority clinic or a participating pharmacy. They will have to sign a statement attesting that they meet the eligibility criteria.

The recommended interval for a third dose of an mRNA vaccine for immunocompromised people is at least four weeks after their second dose, according to the release.

NACI has not yet reached a decision on whether third shots should be provided to the broader population.

574 active cases

The 52 new cases of COVID-19 confirmed Thursday are spread across every one of the seven health zones and bring the province's active case count to 574.

The number of people in hospital with the respiratory disease is 27, up one from Wednesday, but the number of them requiring intensive care has dropped by three to 12.

A total of 78.4 per cent of New Brunswickers aged 12 or older are fully vaccinated, up from 78.1 per cent Wednesday, while 87.1 per cent have received at least one dose, up from 86.8.

Ten of these cases are under investigation and seven are contacts of previously confirmed cases.

Saint John region, Zone 2, five cases:

• A person 70-79

All five cases are under investigation.

Fredericton region, Zone 3, 11 cases:

• A person 19 or under
• A person 20-29
• A person 30-39
• Four people 40-49
• Two people 50-59
• A person 60-69
• A person 80-89

Seven of these cases are under investigation and four are contacts of previously confirmed cases.

Edmundston region, Zone 4, seven cases:

• Three people 19 or under
• Two people 20-29
• A person 40-49
• A person 60-69

Five of these cases are contacts of previously confirmed cases and two are under investigation.

Campbellton region, Zone 5, seven cases:

• Four people 19 or under
• A person 20-29
• A person 40-49
• A person 50-59

Five of these cases are contacts of previously confirmed cases and two are under investigation.

Bathurst region, Zone 6, three cases:

• A person 19 and under
• Two people 20-29

All three of these cases are under investigation.

Miramichi region, Zone 7, two cases:

• A person 20-29
• A person 30-39

Both of these cases are under investigation.

New Brunswick has had 3,629 confirmed cases of COVID-19 since the pandemic began, with 3,005 recoveries so far and 49 COVID-related deaths.

A total of 445,967 tests have been conducted to date.

More schools and child-care facilities affected

Positive cases have been confirmed in schools and child-care facilities in Moncton region, Zone 1, and Edmundston region, Zone 4, Public Health said Thursday.

In the Moncton region, a positive case of COVID-19 has been confirmed at each of the following schools: École Sainte-Thérèse and École Anna-Malenfant, both in Dieppe.

New cases have also been confirmed at three previously impacted schools: École Saint-Henri in Moncton, Port Elgin Regional School in Port Elgin and Tantramar Regional High School in Sackville, according to a news release. No numbers were provided.

A positive case has also been confirmed at each of the following child-care facilities: Centre éducatif Le Platinum in Dieppe and Wiggles & Giggles Early Learning Center in Sackville.

In the Edmundston region, a positive case of COVID-19 has been confirmed at each of the following child-care facilities: Garderie Au Royaume En Chant "T" in Kedgwick; Garderie centre éducatif les petits pas; and Garderie centre éducatif les petits pas 2, both in Saint-Quentin.

People who have been in close contact with a case will be notified directly by Public Health, or by the school or facility for contact tracing, the release said.

Under New Brunswick's Healthy and Safe Schools guidelines, schools with cases will close or move to online learning for at least one calendar day to support contact tracing, risk assessments and operational responses.

Friday school closures

Some schools across New Brunswick will be moving to distance learning on Friday due to COVID-19 cases.

In Fredericton, Devon Middle School and Leo Hayes High School will be closed after a positive case was confirmed at each school, Anglophone School District West superintendent David McTimoney said in separate letters to parents Thursday.

In Grand Falls, John Caldwell School will be closed on Friday and all of next week due to three COVID-19 cases there, said McTimoney, in another letter.

"With the increased number of cases at the school and our concern for learning to continue safely, we will extend distance learning for all students until next Friday, October 1st, inclusive," he said.

Anglophone East School District, meanwhile, announced on its website that Friday would be a distance learning day for Port Elgin Regional School students, though it did not say whether it was due to a COVID-19 case. Port Elgin had moved to distance learning Thursday.

The district also announced that Friday would be an "operational day" for Shediac Cape School, with students at home and staff reporting to school. The notice didn't mention whether the operational day was related to COVID-19.

Plans for Tantramar Regional High School were to be determined after consultation with Public Health. Students were moved to distance learning Thursday. 

The Francophone South School District also had several schools closed Thursday because of COVID-19 cases, including École Anna-Malenfant, École Saint-Henri, and École Sainte-Thérèse.

The school year has been punctuated by closures across the province from the start, with these schools joining a growing list that have had to close their physical doors to allow for contact-tracing and self-isolation.

UNB classes don't require vaccination proof

University of New Brunswick students are required to show proof of double COVID-19 vaccination and government-issued identification to access some spaces and events on the Saint John campus, but not to attend classes, lectures or labs required for their course or program outcomes, according to an emailed advisory about the province's new COVID measures.

Students are not required to show proof of vaccination to attend or access libraries, the Hans O. Klohn Commons, meal halls, cafes and cafeterias on campus, or the entrance to the student union building either.

At clinical and practicum placements, they must "follow the guidelines in effect," the email states.

Proof of vaccination is required to access the following:

• Some retail spaces and food vendors on campus
• Indoor festivals, performing arts and sporting events
• Indoor and outdoor dining and drinking at restaurants, pubs and bars, including The Cellar, Grad Club, and Whitebone Pizzeria
• Indoor gyms, pools, and recreation and exercise facilities
• Indoor gatherings including guest lectures, town halls, and workshops, etc
• Indoor special events, grand openings and conferences
• Indoor organized group recreational sports, classes and activities

"If you are not fully vaccinated, access to spaces on campus will be limited without proof of vaccination. You may attend classes, lectures, and labs required for your course or program outcomes if you are enrolled in the COVID testing program."

UNB has also updated its COVID-19 testing policy, according to an email sent from the president's office Thursday.

Starting Monday, all faculty, staff and students who are engaging in on-campus activities or in-person classes and haven't shown proof of full vaccination will be required to complete mandatory, regular COVID-19 rapid testing. 

"For those individuals who are not in compliance with the testing requirements or who do not have a vaccination exemption, or for whom accommodation has not been granted, you will not be permitted on campus," states the email, signed by Paul Mazerolle.

"If you have not provided proof of vaccination or have not started the rapid testing program, you will be considered in violation of the COVID testing policy and the non-compliance sanctions in section 10 of the policy will apply. Your dean or director, or People & Culture/SJ Human Resources will contact you directly to discuss the implementation of these sanctions."

Visits suspended at Restigouche Hospital Centre unit

Visits are suspended at the community reintegration unit (B-2) of the Restigouche Hospital Centre in Campbellton due to positive cases of COVID-19, the Vitalité Health Network announced Thursday.

The news release does not provide the number of cases or say whether they involve patients, staff or visitors.

The ban of visits will remain in place until further notice.

"Vitalité Health Network apologizes for any inconvenience this situation may cause," reads the release.

The Restigouche Hospital Centre is a 140-bed facility that provides specialized mental health services in both official languages to all residents of New Brunswick.

Sackville Fall Fair cancelled

The Sackville Fall Fair, scheduled for this weekend, has been cancelled due to the "recent sharp increase" of COVID-19 cases in Sackville and the surrounding communities, the town announced Thursday.

The event is "very important" to the town, attracting hundreds of people who visit local businesses, Matt Pryde, manager of recreation programs and events, said in a news release.

After cancelling the event in 2020 due to the pandemic, the town was excited to be able to offer the event this weekend, he said.

But "after a great deal of discussion, it's with a heavy heart that the Town has made the difficult decision to cancel.

"We apologize for any inconvenience or disappointment this may have caused, but the Town's first priority is to keep our residents, staff and volunteers safe. Cancelling Fall Fair activities is the best and most responsible way to do so."

The town recommends anyone who was planning to visit privately operated events contact the organizers directly.

Public Health recommends that people who have been at a possible public exposure site and are not fully vaccinated get a COVID test, even if they don't have symptoms. They can book an appointment online or call Tele-Care 811.

If they do have symptoms, they must isolate while they await their results.

For people who are fully vaccinated, Public Health recommends they monitor for symptoms for 14 days after the possible exposure and get a COVID test if symptoms develop.

Anyone who frequented the locations at the specified dates and times should also avoid visiting settings with vulnerable populations such as nursing homes, correctional facilities and shelters for the next 14 days.

Atlantic COVID roundup

Nova Scotia reported 41 new cases of COVID-19 on Thursday and another death — a woman in her 80s. The province now has 147 active cases.

Newfoundland and Labrador reported 23 new cases Wednesday and announced all towns and communities along Routes 410 to 419 on the Baie Verte Peninsula would move to alert level 3 at midnight after community spread was confirmed in an outbreak in the area totalling 42 cases. The province now has 77 active cases.

Prince Edward Island reported three new COVID-19 cases on Tuesday and has 47 active cases.

What to do if you have a symptom

People concerned they might have COVID-19 can take a self-assessment test online.

Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.

In children, symptoms have also included purple markings on the fingers and toes.

People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.
