A Regina man is dead and another is in jail facing a charge of impaired driving causing death, after a collision north of the city on Sunday.

Colby Heid, 19, is charged in the death of Tanner Kaufmann, 37.

Kaufmann's friend, David Limacher, came to court this morning to speak out about what he sees as a culture of drinking and driving in the province.

"This is something that I thought would never affect me or my friends or my family and because it's a cultural thing we don't normally think that it's going to affect us and it's hit home pretty hard," Limacher said outside provincial court in Regina.

Limacher said his friend had recently gotten a retrieving dog for hunting and was training it north of the city on Sunday afternoon, when he was hit and killed.

Limacher said Kaufmann and the dog were outside the vehicle, possibly on the tailgate, when they were struck by the other vehicle.

"Tanner has, had a wife and two small kids and it's just not fair. He was minding his own business walking his dog, north of Regina, just doing what he loved," Limacher said.

With what appeared to be a cut above his eye, Heid made a brief court appearance in Regina Tuesday. He's expected back in court by video on Wednesday.
