Is this a recording of the mysterious Windsor Hum?

A PhD student named Brian Garbet recorded audio of what he suspects is the Windsor Hum.

He made the recording under water in the Detroit River last year.

But is it the Windsor Hum? He suspects it is but wants experts to analyze it.
