Liberal Leader Mark Carney said Monday he is standing by Paul Chiang, a candidate for the Toronto-area riding of Markham-Unionville, despite outrage. Chiang suggested a Conservative candidate and pro-democracy activist facing a Chinese government bounty should be handed over to Beijing.
