      Citing the need to desperately upgrade Canada's military capabilities in an increasingly hostile world, Prime Minister Mark Carney, speaking at an event in Toronto Monday, said Canada will achieve its NATO defence spending target of two per cent of GDP this year, 'half a decade ahead of schedule.'
