On P.E.I., the facts behind municipal council code of conduct violations don't have to be released to the public. That sometimes has voters wondering just what happened, after a punishment is levied. In the wake of a recent case involving North Rustico councillor Donna Coll, the Federation of P.E.I. Municipalities says things should change. CBC's Tony Davis has more.
