Two years after the implosion of the Titan submersible — which killed five people on board — the U.S. Coast Guard Marine Board of Investigations has released its final report on the company responsible for its operation. Tim Bulman, a submersible pilot and technician, says a majority of the underwater exploration industry follows all rules and regulations despite the details brought forward in the report.
