The federal government recently changed the rules to limit who can give evidence at National Energy Board hearings. Only those deemed "directly affected" and those with special technical knowledge and expertise are welcome now. Critics say the changes have silenced important voices. But members of the NEB panel looking into the Transmountain pipeline say they will get more than enough input to make a sound decision.
