Winnipeg man who worked as counsellor charged with sexual exploitation, sexual assault of incarcerated teen

A 51-year-old man has been charged with sexual exploitation after Winnipeg police say he gave her extra canteen items and then sexually assaulted her while she was an inmate at a Manitoba youth corrections centre.

A 51-year-old man who worked as a youth counsellor has been charged with sexual exploitation, after Winnipeg police say he gave a teenage girl extra canteen items and then sexually assaulted her while she was an inmate at a Manitoba youth corrections centre.

Troy David Wensel was arrested on Tuesday after a teen reported she had been sexually assaulted while she was in custody in 2022 and 2023, a police news release said Thursday.

Wensel worked at the corrections facility during that time as a youth counsellor and formed a relationship with the girl, police said. He sexually assaulted her as part of an exchange for the extra canteen items, according to police.

He is charged with sexual assault, exploitation and obtaining sexual services from a person under the age of 18.

He was released with conditions, including not interacting with anyone 18 or younger.
